City Of Raleigh Names Marchell Adams-David As Next City Manager
Raleigh, NC – Marchell Adams-David has been selected to be Raleigh’s next City Manager, Mayor Mary-Ann Baldwin announced on behalf of the Raleigh City Council this week. Ms. Adams-David was chosen from a competitive pool of about 60 candidates with a wide variety of knowledge, skill, and experience in state, county, and local government. A native North Carolinian, Ms. Adams-David has more than two decades worth of experience working in local government in her hometown of Hamlet, as well as in the City of Raleigh.
“Today is a great day for the City of Raleigh. I couldn’t be more excited about the Council’s unanimous decision to make Marchell Adams-David our next City Manager. She is someone who has worked for more than 27 years in local government, who understands our city and community, and who represents the true embodiment of what it means to be in public service,” said Mayor Mary-Ann Baldwin. “Marchell is someone who has a great combination of experience and vision and is exactly who our City needs right now to help address the challenges we face today and in the future. I look forward to working together with Marchell as we continue to move our City forward.”
Ms. Adams-David has served as an Assistant City Manager for the City of Raleigh since 2014. Her primary areas of responsibility include Housing & Neighborhoods, Fire, Police, Information Technology, Internal Audit, Emergency Communications (911), Emergency Management & Special Events, and the Office of Equity & Inclusion.

Ms. Adams-David is a two-time graduate of UNC-Chapel Hill, where she earned her B.A. in Public Policy Analysis with an emphasis in State & Local Administration and her Master of Public Administration with a concentration in Public Management. She was an instructor at Richmond Community College and served as an adjunct professor for the University of North Carolina at Pembroke in the Political Science/Public Administration Department for nearly 20 years.
She will be the City’s seventh City Manager since the Council-Manager form of government was adopted in 1947. She will assume leadership of a growing city with a diverse population of more than 510,000 people that has a combined operating and capital budget of $1 billion for the 2020-21 fiscal year and employs nearly 4,000 full-time and 3,000 part-time employees in twenty different departments.
Ms. Adams-David will begin serving as Raleigh City Manager on January 1, 2021, with an annual salary of $275,000.
