Durham is now releasing a new chapter of the Walltown Small Area Plan. This plan offers policy recommendations on how to redevelop the mall area. It highlights essential needs like affordable housing and retail options. Additionally, the plan emphasizes making the space walkable. This means residents can easily access shops and homes without relying heavily on cars.
A Proposal from Northwood Retail
Recently, Northwood Retail submitted a proposal for the mall’s redevelopment. They plan to include 72 affordable apartment units specifically for seniors aged 55 and older. In addition to housing, their proposal features office spaces, research labs, and a grocery store. This mix aims to create a lively environment that addresses community needs.
However, there is some tension regarding what the community wants versus what developers find feasible. Northwood Retail attorney Nil Ghosh addressed this concern. He stated, “There’s going to be a bit of friction between what the community broadly wants and what the developer feels can be developed.”
Next Steps for Approval
Before any plans can proceed, a rezoning request must be approved by the Durham City Council. Once approved, these plans could significantly reshape the neighborhood.
Richardson expresses her hopes for the area. “Some people are able to come in and move in, but the neighborhood retains its integrity—that would be really special,” she said. Living in a place that honors history while embracing new residents would truly enhance the community spirit of Walltown.
