Durham Board of County Commissioners Regular Session Highlights – February 24, 2025
DURHAM, N.C. – The Durham Board of County Commissioners (BOCC) convened on Monday, February 24, 2025, for its Regular Session. Meetings take place in person with a hybrid option at BOCC Chambers (200 E. Main Street, 2nd Floor).
Meeting Highlights
- Chair Nida Allam called the meeting to order.
- Commissioner Stephen Valentine read the Land Acknowledgment.
- Commissioner Michelle Burton led the Pledge of Allegiance.
- No adjustments were made to the agenda.
- Monica Wallace, Clerk to the Board, read the announcements.
Announcements
- 2025 Property Reappraisal Notices – Property owners will receive their 2025 assessed values in the mail by early March. Visit www.dconc.gov/tax to review your valuation.
- Low-Income Homeowners Relief Program (LIHR) – Durham County Social Services offers assistance with property taxes for qualifying households. Apply at Durham County LIHR or call 919-560-8000.
- Durham Cultural Roadmap – Creative Engagement Team – Artists and creatives are invited to help shape Durham’s cultural future. Apply by March 18, 2025, at 3 p.m. More details: Durham Cultural Roadmap or email arts@durhamnc.gov.
“The Moment” – A Conversation with Bakari Sellers – Join Bakari Sellers and Durham Mayor Leonardo Williams on March 26 at 6 p.m. at the Durham Main Library. Registration prioritizes seating until 5:45 p.m. Register here: Durham County Library Event.
- Stop the Bleed Workshops – Learn lifesaving emergency skills in free workshops sponsored by Duke Trauma Center. Events run from January–June at Durham County Library locations. Register: Stop the Bleed.

Ceremonial Items
- Resolution Celebrating the Safe Return of Keith Siegel – The Board recognized the safe return of Triangle native Keith Siegel, who was held captive for 15 months following an October 7, 2023, terrorist attack.
- Resolution Supporting America 250 NC Committee – The Board approved a resolution backing America 250 NC, which plans local and statewide events to commemorate the 250th anniversary of the United States.
Consent Agenda
The Board approved the following items:
- Lease Renewal – Thiosanne African Hair Braiding at Shoppes at Hope Valley through October 31, 2027, at a monthly lease amount of $2,706.34 with a 3% annual escalation amount plus an initial monthly Common Area Maintenance Fee of $400/month.
- Replacement of Steam Boilers at the Durham County Detention Center.
- Approval of Property Tax Releases and Refunds for January 2025.
- Budget Amendment – $241,500 Duke Endowment Grant to support Cooperative Extension’s Welcome Baby Program.
- Annual Reports: Durham Board of Adjustment, Appearance Commission, Open Space & Trails Commission, Historic Preservation Commission, and Planning Commission.
- Resolution for Real Property Purchase Agreement for a Transition House under the Durham County Justice Services Department.
- Budget Amendment – $3,787 in Additional Smart Start Welcome Baby Funding.
