Greensboro City Council Unanimously Appoints Lora Cubbage as New City Attorney
Former superior court judge brings decades of legal and judicial experience to lead the City Attorney’s Office

GREENSBORO, NC — In a unanimous vote during Tuesday night’s regular meeting, the Greensboro City Council appointed Deputy City Attorney Lora Cubbage as the new City Attorney, marking a significant leadership shift for the city’s legal department.
Trusted Leadership from Day One
Cubbage joined Greensboro’s Legal Department in March 2025, quickly earning the trust of City Council and senior leadership. In her initial role, she provided legal guidance to public safety departments and oversaw the City’s lobbying efforts.
“I am honored to have the confidence of the City Council and I’m ready to serve in this new leadership role,” said City Attorney Lora Cubbage. “I’m committed to fostering transparency, integrity, and accountability in City governance and municipal law, while supporting my team and senior leadership.”
A Distinguished Legal Career
Cubbage brings a wealth of legal and judicial experience to the position. Her career spans roles as an assistant district attorney in Guilford County, assistant attorney general in the North Carolina Department of Justice, and a district court judge.
In 2018, she was appointed by then-Governor Roy Cooper to serve as a North Carolina Superior Court Judge in Judicial District 24A. Most recently, in April 2025, Governor Josh Stein awarded her The Order of the Longleaf Pine, the state’s highest civilian honor, in recognition of her outstanding service to North Carolina.

With this historic appointment, Cubbage becomes one of the few Black women to serve as City Attorney in a major North Carolina city, reinforcing Greensboro’s commitment to inclusive and forward-thinking leadership.
