Shaw University President Dr. Paulette Dillard Elected Chair of CIAA Board of Directors

New leadership ushers in a bold era for the CIAA as presidents of Shaw and Lincoln University—its founding institutions—take the helm

CHARLOTTE, N.C. — In a powerful nod to its historic roots, the Central Intercollegiate Athletic Association (CIAA®) has announced the election of Dr. Paulette Dillard, President of Shaw University, as Chair of the CIAA Board of Directors for the 2025–2027 term. Her two-year tenure began July 1, 2025.

Dr. Dillard succeeds Dr. Aminta Breaux, President of Bowie State University, whose impactful leadership helped advance the CIAA’s strategic vision. The conference extended its deep appreciation to Dr. Breaux for her service, recognizing her dedication to excellence across the league.

Joining Dr. Dillard in leadership is Dr. Brenda Allen, President of Lincoln University of Pennsylvania, who will serve as Vice-Chair of the Board.

Founders at the Forefront

What makes this transition especially significant is that both Dr. Dillard and Dr. Allen lead institutions that co-founded the CIAA in 1912. Shaw University, the first HBCU in the South, and Lincoln University of Pennsylvania, the first degree-granting HBCU in the nation, helped lay the foundation for what has become one of the most storied athletic conferences in Black college sports.

Gratitude for Past Leadership

Reflecting on her own term, Dr. Breaux expressed pride in the conference’s progress and optimism for what’s ahead.

“Serving as Board Chair has been one of the great privileges of my career,” she said. “I’m proud of the strides we’ve made as a conference, and I have every confidence that Dr. Dillard will build upon this momentum and continue to elevate the CIAA.”

CIAA Commissioner Jacqie McWilliams-Parker praised both incoming leaders and acknowledged the legacy of Dr. Breaux.

“Dr. Dillard and Dr. Allen are thoughtful and focused leaders who bring passion, experience, and vision to the CIAA,” said McWilliams-Parker. “Their leadership will strengthen our conference as we build on a proud legacy and continue establishing priorities that uplift our student-athletes and member institutions.”

She added, “I would also like to extend my sincere appreciation to Dr. Breaux for her outstanding service as Board Chair—her leadership has left a lasting impact on our conference and on my life.”

Next Chapter in CIAA History

With a new strategic plan in place for the next three to five years, the leadership of Drs. Dillard and Allen mark the beginning of a new era—one grounded in tradition, excellence, and collaboration.

As the CIAA continues to evolve, its founding schools once again lead the way, reaffirming the conference’s commitment to elevating the academic and athletic success of student-athletes and preserving the legacy of HBCUs.
