ROXBORO, N.C. — A Person County woman has been charged in the death of a 1-year-old child after a grand jury returned an indictment alleging the baby died from a fatal dosage of multiple medications. The North Carolina State Bureau of Investigation (SBI) announced the arrest on Tuesday following a multi-agency investigation that began earlier this year.

SBI Announces Arrest After Months-Long Investigation

According to the SBI, Latisha Annette Linzsey, 49, was indicted by a Person County Grand Jury in connection with the homicide of Kemari Morgan (DOB: 09/16/2023).

On May 24, 2025, Morgan was found unresponsive in his crib while in foster care. The Person County Sheriff’s Office initiated the investigation immediately. A subsequent toxicology report determined that the child died after receiving a fatal mixture of multiple medications.

SBI Called In to Assist

On November 18, 2025, the Person County Sheriff’s Office formally requested investigative support from the SBI.

After several weeks of interviews, forensic review, and case analysis, SBI agents consulted with District Attorney Mike Waters. Based on the findings, prosecutors made the decision to take the case before a grand jury.

The Person County Grand Jury returned a true bill of indictment, and Linzsey was taken into custody shortly thereafter.

Charges and Bond Status

Linzsey has been charged with second-degree murder in Morgan’s death. She is being held at the Person County Detention Center under a $300,000 bond and is awaiting her first court appearance.
