[PC Politics] Durham Co. Mgr. Davis To Comm. Carter: “I Cannot Allow The Disrespect”
Durham, NC – Durham County Manager Wendell sits down with PC Politics host Phyllis Coley in his office to talk candidly about actions by Durham County Commissioner Heidi Carter that he deems in a letter as ‘a consistent pattern of disparate treatment towards him and Durham County employees of color.’ Watch the video and see full letter with attachments below.
Background
Durham County Manager Wendell Davis sent a letter to Durham County Commissioner Heidi Carter, dated February 11, 2020, to ‘express his disappointment with her public attack of him during the February 3, 2020 Board of County Commissioners’ work session.’ Davis expressed that as County Commissioner, ‘he would not tolerate disparate treatment of his staff, himself or anyone else carrying out the public’s work.’
Davis goes on in the letter to cite examples of Carter’s consistent pattern of disparate treatment towards him and Durham County employees of color. In Feb. 3 work session, on the discussion of DPS’ Facility Master Plan that took some time to come in from the Superintendent’s office, Carter suggested that the work could have been done sooner, were it not for the ‘Manager.’
He further writes that on one occasion, not long after Davis joined the Board, he quoted Carter to have said, “You work for the Board, and when we tell you to do something, you’d better grin and bear it.” On another occasion, Davis says as he sat at the dais in a public meeting and witnessed Carter say to an African American female who holds a Ph.D., “You are so articulate.” [when English is her native tongue.]
Attached to the letter is a detailed timeline regarding discussions with DPS Administration that illustrates the Manager’s progress in the on-going efforts to revise the County’s Capital Improvement Plan, the issue that led to Davis writing the letter.

You have clearly outlined out the reasons of how Commissioner Carter is disrespecting you and others. It should not be a matter of voting her off the board. She should be removed due to reasons of not being qualified to serve our community.
