Congressman Price Secures $35.9 Million in Community Project Funding for Fourth District 

DURHAM, NC – Today (Dec. 20), Congressman David Price (NC-04), a senior Member of the House Appropriations Committee, announced that all fifteen of his Community Project Funding requests, totaling nearly $36 million, are included in the omnibus funding bill for the Fiscal Year 2023.

“I am delighted to announce that the Consolidated Appropriations Act for Fiscal Year 2023 includes all fifteen well-vetted Community Project Funding requests that I submitted back in April, delivering transformative federal assistance to communities throughout the Fourth District,” said Congressman David Price. “Each of these projects came directly from the community and will improve the quality of life for my constituents in the Fourth District by supporting efforts to expand affordable housing, enhance public transportation, bolster economic development, increase health care access, advance gun violence prevention, and provide safe, clean drinking water. I look forward to supporting these critical projects and voting for the omnibus appropriations bill on the House floor later this week.”

The fifteen Community Project Funding requests made by Congressman Price for Fourth District community non-profits and public institutions to receive direct federal funding are listed below: 

Pine Knolls EMPOWERment Affordable Community Housing (P.E.A.C.H.) 

(EMPOWERment Inc.) — $1 million

Purpose: To construct affordable, ADA-compliant multifamily housing in Orange County for extremely low-income essential workers and residents.

Hayti Reborn – Justice Movement Community Coordinated Violence Intervention Project 

(Durham County Government) — $700,000

Purpose: To assess and develop a coordinated effort to treat the various aspects of community violence through methods such as educational programming, reentry services, and mentorship opportunities.

Ross Roads Apartments 

(Reinvestment Partners, Durham) — $750,000

Purpose: To redevelop distressed housing into quality multi-bedroom apartments to serve low and very low-income households, including supportive housing for formerly unhoused individuals and families.

Expansion of Kerr Lake Regional Water System Water Treatment Plant

(City of Oxford) — $3,452,972

Purpose: To replace aging equipment at the Kerr Lake Regional Water Treatment Plan in order to continue to provide safe and reliable drinking water for residents and businesses in Vance, Granville, Warren, and Franklin Counties.

Triangle Regional Government Water Treatment Plant Improvements

(Chatham County, Town of Pittsboro, City of Sanford, Town of Holly Springs, Town of Fuquay-Varina) — $3,326,400

Purpose: To support the design and construction of a horizontal directional drill to provide a safe and resilient source of potable water for Chatham County, Pittsboro, Sanford, Holly Springs, and Fuquay-Varina.

Raleigh-Durham Airport Runway Replacement

(Raleigh-Durham Airport Authority) — $6 million

Purpose: To develop the final design & bidding for the replacement of the primary commercial runway at Raleigh-Durham International Airport.

Mobile Behavioral Health Clinic

(North Carolina Central University) — $643,750

Purpose: To establish a mobile behavioral health clinic that will provide critical mental health services to people in underserved, rural counties in North Carolina.

Addressing Adverse Childhood Experiences and Parental Trauma (ADAPT) Project

(SafeSpace, Inc.) — $197,800

Purpose: To provide culturally specific child abuse prevention services to at-risk families in rural Franklin County.

Construction of WakeMed Behavioral Health Hospital

(WakeMed Health & Hospitals) — $6 million

Purpose: To construct a behavioral health hospital that will help Wake County cope with the rising number of mental health and substance-use cases.

Hillsborough Water Booster Pumping Station

(Town of Hillsborough) — $1,267,500

Purpose: To build a water booster pump station to provide redundancy and resilience to the town’s water supply.

Kelly Bryant Bridge Trail

(City of Durham) — $2.3 million

Purpose: To construct a bicycle and pedestrian trail corridor to connect existing trails and parks with numerous transit stops, increasing mobility and diversifying transportation options for the surrounding residential neighborhoods and local schools.

Chapel Hill Streetscape Improvements

(Town of Chapel Hill) — $2 million

Purpose: To complete the remaining downtown Chapel Hill streetscape improvements such as sidewalk replacement, curb and gutter improvements, and ADA-compliant ramp construction to improve safety, accessibility, and connectivity at high-use locations downtown.

La Academia 

(El Futuro, Inc.) — $192,371

Purpose: To establish a culturally specific training program for early career mental health professionals, focusing on Latino/a and other clinicians of color.

Bus Replacement Funding for Urban Transit Systems

(Chapel Hill Transit, on behalf of GoDurham, GoRaleigh, and GoTriangle) — $8 million

Purpose: To expand the regional electric, zero-emission bus fleet to further coordinate efforts to reduce traffic, cut emissions, and improve air quality, particularly for historically disadvantaged communities.

(North Carolina Department of Natural and Cultural Resources) — $142,000

Purpose: To develop an educational resource, including lesson plans and educational activities, using the original collections of the State Archives of North Carolina.
