Raleigh Man Captured in Virginia on Rape & Kidnapping Charges Linked to Durham Cases
DURHAM, N.C. — A 42-year-old Raleigh man has been arrested in Virginia on rape and kidnapping charges connected to two sexual assaults reported in Durham this summer. Investigators warn there may be additional victims who have not yet come forward.
Arrest After Multi-Agency Investigation

On September 10, 2025, the U.S. Marshals Task Force assisted the Durham Police Department’s Criminal Investigation Division in arresting Jose Cartagena Guzman in Virginia. He was wanted on two counts of second-degree forcible rape and one count of first-degree kidnapping tied to incidents that occurred in Durham in July 2025.
Authorities say Cartagena Guzman owns JCG Remodeling LLC, a Raleigh-based contracting business, and may have used his position to target women. Detectives believe there could be other victims who have not yet reported similar encounters. More charges may be forthcoming.
Community Safety and Awareness
Law enforcement officials say the arrest underscores the importance of multi-agency collaboration to bring fugitives into custody and to protect potential victims of sexual violence. Police continue to encourage anyone who has experienced abuse to report it.
Police Urge Possible Victims to Come Forward
Anyone with information or who may have been harmed by Cartagena Guzman is urged to contact Investigator C. Park at 919-560-4440 ext. 29321 or CrimeStoppers at (919) 683-1200.
