Triangle Massage Parlor Operator Arrested For Human Trafficking, Prostitution

RALEIGH, NC — A new arrest could connect an Asian massage parlor here in the Triangle with similar businesses operating in Guilford County.

The massage parlors have been shut down in the past for human trafficking and promoting prostitution, and have been the focus of an ongoing WRAL Investigation.

A newly returned search warrant details an investigation into the Stoney Creek Spa near Greensboro. Undercover officers said they visited the business several times and were offered more than just a massage.

Jai Liu, who lives in Cary, was arrested for promoting prostitution after the police investigation. Authorities said she was in charge of the Stoney Creek Spa.

Liu’s name is familiar to WRAL Investigates. She was also listed on a utility bill for Touch of Asia, a massage parlor in Apex that was raided back in 2016.

Three others were arrested as part of that investigation along with Fan Chen, who was charged with practicing massage therapy without a license.

Chen was already under investigation before the raid in Apex.

Detectives say Chen is the same woman who was offering sexual acts at the parlor in Greensboro, and she likely moved locations to avoid charges.

During the investigation that led to Liu’s arrest, detectives found evidence that the illicit massage parlor ring has ties to New York and Ohio along with several other cities in North Carolina.

Last year, North Carolina lawmakers approved a bill that gives the massage board more power to investigate and shut down parlors that are offering illegal services.
